The International Conference on Population and Development (ICPD) held in Cairo in 1994 was a decisive step towards the introduction and articulation of the concepts of sexual and reproductive health and women's rights and empowerment in the dominant discourse on development policies at a global level.
The ICPD Program of Action, adopted by 179 Member States, broke new ground by placing individual human rights at the heart of the global development agenda, rather than focusing solely on population targets. The programme highlighted the importance of sexual and reproductive health, including family planning, as a precondition for women's empowerment and emphasized investment in the health of women and girls as an end in itself and as a central aspect of improving the quality of life for all.
The ICPD, through its Program of Action, has had a lasting impact and continues to shape policies and actions for women's empowerment and gender equality. However, while the ICPD Program of Action has been adopted by many countries, the actual implementation of its goals and principles has varied significantly. Issues such as gender-based violence, economic inequality and women's insufficient political participation remain global challenges.
The ICPD marked a historic global consensus on sexual and reproductive health and rights, outlining a common commitment to achieving sustainable development with equity for all, in a context also marked by the resurgence and international consolidation of conservative sexual and reproductive policies and movements. Alongside notable successes, it also faces old and new challenges that call for global collaboration and a continued commitment to achieving all the goals set.
Thirty years after the historic consensus reached at the ICPD, it is important to draw up a global review of the achievements and challenges at a meeting that aims to contribute to the debate on the legacy of Cairo and the main challenges facing sustainable development.
We intend to mark and commemorate the 30th anniversary of the International Conference on Population and Development by bringing together researchers and key players in program development and in the reproductive health and rights movements, with a particular focus on Lusophone countries. For this meeting, the aim is to articulate different perspectives around global issues related to population and a more transformative and inclusive notion of human rights, both in terms of the people covered and the issues addressed, facing the new challenges that have arisen, including resistance and attacks against gender equality, sexuality, reproductive freedom and self-determination.
The CAIRO-LISBOA2024 Conference will be held online, from Iscte - Instituto Universitário de Lisboa (Portugal), on December 5 and 6, bringing together national and international participants for a series of sessions with papers from invited experts, researchers, activists and students from different disciplinary areas.
